Chris Coligado serves as Executive Vice President and Federal Business Lead for Fedstack, the federal arm of Smoothstack, Inc. With over 30 years of experience serving the public sector, Chris is well-equipped to lead and advance Fedstack’s mission to modernize federal IT infrastructure and scale a digitally native workforce.

In his current role, Chris leads the growth of Fedstack’s talent scaling solutions and the expansion of its service offerings. His efforts focus on building strategic alliances with Federal System Integrators and expanding Fedstack’s portfolio to include full lifecycle solution development, managed services, and prime vendor engagements on federal contracts.

Throughout his career, Chris has successfully supported major federal agencies, including the Treasury, IRS, FDIC, SEC, Department of Transportation, Department of Homeland Security, and law enforcement markets. He has spearheaded large-scale technology modernization and transformation efforts, managed IDIQ and BPA prime contracts with over 100 task orders, and overseen total contract values exceeding $3 billion.

Chris’s expertise includes cloud-based solutions, enterprise architecture, portfolio rationalization, case management, and AI/ML-driven product offerings. His leadership has helped multi-billion-dollar organizations achieve the highest levels of capability maturity, with certifications such as CMMI-DEV Level 5, CMMI-SVC Level 5, AS9100, and ISO 9001. He is dedicated to delivering innovative solutions that empower federal agencies to achieve mission-critical objectives.

Kevin Bierschenk serves as Senior Vice President, Client Solutions at Fedstack, where he is responsible for driving federal growth in support of agency mission objectives. He brings decades of experience across government and industry, helping agencies align strategy, talent, and execution to deliver mission outcomes.

Prior to Fedstack, Kevin served as Vice President at Leidos, where he led the Treasury and Internal Revenue Service (IRS) account. In that role, he worked closely with senior government stakeholders to support complex, mission-critical programs and long-term modernization initiatives.

Kevin is a former Senior Executive Service (SES) leader with the Internal Revenue Service. During his tenure, he was widely recognized as a “connector” across agencies and industry, known for building trusted relationships and aligning stakeholders around mission outcomes. As an SES, Kevin led the strategy and execution of the IRS Integrated Modernization Business Plan and stood up a new office to execute IT modernization across the agency, delivering more than 60 modernized capabilities. He also oversaw investment governance and controls for the IRS’s nearly $4B IT portfolio and later established a digitalization office and governance board to drive transformational change focused on modernizing systems, simplifying business processes, and reducing burden for both taxpayers and employees.

Earlier in his career, Kevin spent 15 years in the private sector as a management consultant and program manager, supporting large-scale transformations across federal government, telecommunications, and human services organizations, including roles at Lockheed Martin and other industry leaders.

Kevin holds a Bachelor of Science from Penn State University and an MBA from Brandeis University. He resides in Alexandria, Virginia with his wife and three children.

Rebecca Bier serves as Vice President, Client Solutions at Fedstack. With more than 20 years of experience leading federal delivery, implementation, and growth initiatives, Rebecca helps agencies turn complex modernization goals into executable programs supported by high-performing teams.

In her role, Rebecca works closely with federal clients to shape and deliver client solutions that combine operational rigor with talent-driven execution. She brings deep experience managing large, mission-critical portfolios and building multidisciplinary teams that can scale quickly while maintaining accountability, quality, and mission focus.

Prior to joining Fedstack, Rebecca spent nearly two decades at Booz Allen Hamilton, where she held senior leadership roles across delivery, account growth, and capture. Her work included leading major Internal Revenue Service (IRS) modernization programs spanning cloud, digital services, cybersecurity, and enterprise platforms. She is recognized for gaining client trust, high-quality delivery, and developing talent through structured leadership and workforce development initiatives.

Rebecca brings a hands-on, execution-oriented approach to client engagement, with a strong focus on building the teams, processes, and capabilities required to deliver sustained impact in complex federal environments.
