About Us
Fedstack was founded in 2018 as the federal arm of Smoothstack, a company rooted in a bold mission: to transform lives by creating access, building equity, and launching technology careers to serve the world’s best companies and agencies.
Recognizing the unique challenges faced by federal agencies, Fedstack was born out of a commitment to tailor these principles to the needs of the federal sector.
At its inception, Fedstack focused on Talent Scaling Solutions as the cornerstone of its offerings, providing customized technical cohorts ready to meet the mission-critical demands of federal clients. This baseline approach laid the foundation for helping agencies modernize their workforces and build equitable access to careers.
However, the complexity of federal challenges soon revealed the need for a more comprehensive approach. In 2024, Fedstack responded by expanding its services to include:

Karen Base serves as Senior Vice President, Client Solutions for Fedstack, the federal arm of Smoothstack, Inc. With over 32 years of public sector experience, Karen plays an instrumental role in advancing Fedstack’s mission to harness emerging technologies and innovative methodologies to meet federal agencies’ evolving mission and business needs.
In her role, Karen focuses on Tier 1 Consulting Solutions, emphasizing Data & AI and Application Development. She strengthens Fedstack’s brand through strategic partnerships, industry events, and innovative accelerators while promoting workforce imperatives within the federal government through thought leadership and advocacy.
Karen has supported agencies including the USMC, Navy, VA, HHS, NIH, FDA, and EPA. Her leadership has resulted in transformative outcomes such as achieving CMMI Maturity Level 5 for a government consulting firm, enabling bids on billion-dollar contracts, and launching capabilities that generated over $50 million in new business. She also led risk evaluations for a $6 billion global consulting company, maintaining high-performance delivery across a portfolio of over 550 contracts.
Recognized for her expertise in emerging technologies, Karen applies innovations to improve efficiency, reduce costs, and achieve mission-critical goals. Her efforts have earned accolades such as the Best Idea in Innovation Award from Capgemini’s Chief Innovation Officer. Karen is dedicated to advancing the workforce imperative within the federal government by advocating for non-traditional methods of building the next generation of public sector teams.

Chris Coligado serves as Executive Vice President and Federal Business Lead for Fedstack, the federal arm of Smoothstack, Inc. With over 30 years of experience serving the public sector, Chris is well-equipped to lead and advance Fedstack’s mission to modernize federal IT infrastructure and scale a digitally native workforce.
In his current role, Chris leads the growth of Fedstack’s talent scaling solutions and the expansion of its service offerings. His efforts focus on building strategic alliances with Federal System Integrators and expanding Fedstack’s portfolio to include full lifecycle solution development, managed services, and prime vendor engagements on federal contracts.
Throughout his career, Chris has successfully supported major federal agencies, including the Treasury, IRS, FDIC, SEC, Department of Transportation, Department of Homeland Security, and law enforcement markets. He has spearheaded large-scale technology modernization and transformation efforts, managed IDIQ and BPA prime contracts with over 100 task orders, and overseen total contract values exceeding $3 billion.
Chris’s expertise includes cloud-based solutions, enterprise architecture, portfolio rationalization, case management, and AI/ML-driven product offerings. His leadership has helped multi-billion-dollar organizations achieve the highest levels of capability maturity, with certifications such as CMMI-DEV Level 5, CMMI-SVC Level 5, AS9100, and ISO 9001. He is dedicated to delivering innovative solutions that empower federal agencies to achieve mission-critical objectives.

Mike Marshall serves as Senior Vice President, Client Solutions for Fedstack, the federal arm of Smoothstack, Inc. With over 38 years of experience in the public sector, Mike is a driving force behind Fedstack’s efforts to deliver cutting-edge IT infrastructure and cybersecurity solutions that enable federal agencies to achieve operational excellence.
In his current role, Mike focuses on Tier 1 Consulting Solutions while leveraging Tier 2 Talent Scaling Solutions and Tier 3 Partner Training Solutions. His efforts center on building Fedstack’s consulting business and expanding related service offerings, with a focus on IT infrastructure solutions and cybersecurity lifecycle services to enable success for Federal System Integrators and federal agencies.
Throughout his career, Mike has successfully supported a wide range of agencies, including the Air Force, Navy, Marine Corps, Army, Pentagon Information Technology Agency, DISA, DFAS, DTRA, JIEDDO, NSA, CIA, NRO, NGA, DHS, DOJ/FBI, HHS, VA, GSA, OPM, NASA, House of Representatives, U.S. Courts, and Treasury. He has led the capture, proposal, and management of large-scale IT infrastructure modernization, transformation, and cybersecurity programs, with contract values exceeding $900 million. Mike has also built teams of over 250 staff and managed federal IT program portfolios with P&L responsibility exceeding $50 million annually, consistently achieving Excellent Award Fee determinations and high CPAR scores.
Mike’s expertise spans IT infrastructure, including cloud computing, data centers, storage area networks, WANs/LANs, Windows/Linux servers, and telecommunications. In cybersecurity, he specializes in Zero Trust, predictive threat analytics, risk assessment, continuous monitoring, vulnerability remediation, and incident response.
